The Global Information and Communications Technologies (GICT) Department is a joint World Bank / International Finance Corporation (IFC) Department. It includes a Bank policy division (CITPO), IFC investment and portfolio divisions, and the infoDev multi-donor partnership program.
GICT provides governments, private companies, and non-government organizations with the capital and expertise needed to develop and apply information and communication technologies to reduce poverty and foster development, including: (a) advising governments on policies and regulations that create a positive investment climate for telecommunications, postal services, and e-applications; (b) structuring innovative transactions that attract private investment; (c) providing direct investment in private sector information and communications infrastructure, services, and technology companies; and (d) making grants to innovative projects and disseminating lessons learned.
CITPO’s core work program covers the following thematic areas: ICT infrastructure policy, sector reform and investment programs; IT Industry Development; and e-Government and Applications. CITPO has a total staff of about 60. CITPO serves as the ICT sector unit for each of the Bank’s six regions, and as the central ICT anchor unit in the Sustainable Development Network Anchor. This position will operate in close partnership with Agriculture and Rural Development units and staff in the Anchor and in the Regions.
Duties and Accountabilities
The Senior ICT Specialist will be responsible to:
• Lead CITPO’s work in the design and implementation of ICT integration in the agriculture and rural development sector, including in relation to climate change efforts. This would cover, inter alia, work in the following areas:
Policy, legal, regulatory and institutional issues relating to agriculture sector applications.
Business models for public-private partnerships (PPPs) in ICT applications in the agriculture sector, including business case development and financial projections. This would include developing collaborations with the IFC where relevant.
Design and improvement of information management processes in the fields of ICT for agriculture including the climate change aspects of Agriculture and Rural Development.
Monitoring and evaluation of ICT programs with clear performance metrics.
Strategies for hiring, training and professional development of human resources.
Change management in the context of technology enabled transformations.
Enterprise/information architecture, technology related standards, interoperability frameworks, and technology trends.
• Foster internal and external networks to harness global expertise (including multilateral agencies, NGOs, technology institutes) to facilitate Bank activities in this area
• Serve as a primary interlocutor and point of contact for CITPO with agriculture and rural development sector specialists within the World Bank and externally, and with colleagues and partners working on climate change initiatives.
• Provide support to Agriculture and other sector units for mainstreaming of ICT in the agriculture and rural development sector including in relation to climate change - by improving awareness, building capacity, and supporting strategy development and specific operations.
• Work, in conjunction with other World Bank departments and other partners, on the development and implementation of a strategic framework on the use of ICT in relation to climate change efforts.
• Review TORs, and technical specifications as part of bidding documents in the areas of hardware, software, networking, training, business process re-engineering etc.
• Contribute to a solid analytical work program, together with infoDev and the agriculture and rural development sector, aimed at influencing policy and helping clients with cutting edge approaches.
• Organize and deliver internal and external training and capacity building programs.
• Carry out policy dialogue with key decision makers in client countries and take up business development activities.
Selection Criteria
The successful candidate should have many of the following attributes:
• An advanced degree in Information Technology, Information Systems or in a discipline relevant to ICT for agriculture and for climate change adaptation.
• Minimum of 8 years of relevant experience in implementing large scale projects, with a focus on ICT and/or the agriculture and rural development sector including climate change adaptation.
• Expertise in leading dialogue with governments and with design of development programs that use of ICT in several of the following ways: management information systems for agriculture and rural development including climate change adaptation initiatives and projects; water management and irrigation management systems; food security and vulnerability mapping; livestock identification and traceability; fisheries; agricultural research and development; agricultural extension and knowledge sharing; integrating satellite or aerial based imagery and GPS technology with land information, rural finance and value chains, access to markets, etc.
• Experience with development programs that use Geographic Information Systems for instance in remote sensing technologies, water resources management, land information and land administration systems.
• Experience with climate change adaptation efforts using IT services, for example for increasing the efficient use of energy, carbon tracking and management, and environmental decision making.
• Expertise related to mobile platforms and applications.
• Experience with governmental procurement in the context of e-Government/ICT activities in the agriculture and rural development sector.
• Familiarity with financial analysis including developing the business justification for costing and pricing of IT services.
• Exceptional track record of leading large change management programs.
• Proven ability to deal with and communicate complex technological issues in a non-technical manner.
• Ability to analyze complex multi-dimensional business issues involving technology, management, governance, financing, change management, corporate strategy, sourcing, benchmarking, etc. and to clearly frame issues and propose solutions.
• Track record of strong and effective interpersonal relationships with a range of public, non-government and private sector actors involved in agriculture and rural development and climate change adaptation.
• Familiarity with social media tools.
