The Strategic Planning Unit was created to ensure that ECOWAS activities are all consistent with the ECOWAS Vision 2020, are set within priorities established in the ECOWAS Strategic Plan and are set out in a coherent multi-year medium term programme of activities. ECOWAS is working with its Development Partner to develop an integrated Strategic Planning system.
The Programme Officer (Planning & Monitoring) is at the heart of operations of the department. The job holder will carry out tasks in the section he/she assigned to work within the three units of the department. It is expected that the job holder will be rotated over time between Planning and at least one other units (Analysis & Reporting and Data Management).
Duties and responsibilities
Planning
1.Undertake environmental scan of ECOWAS environment (economic, political, social, infrastructure, etc) with a view to identifying strengths
2.Conduct occasional research, identifying key challenges for the Commission and prepare knowledge products to be disseminated within the Commission in relation to capacity building
3.Analyse concepts and ideas in relation to strategic planning and assess feasibility, trade-offs and constraints in respect of their application
4.Examine available models and analytical frameworks and apply appropriate models to related concepts, providing the department with materials for use at strategy and planning sessions
5.Develop an outcome ¡°planning¡± document and related templates suitable for developing action plans (objectives, responsibilities, time lines, budgets, etc)
6.Coordinate capacity building activities in collaboration with Directorates and Units of the Commission as well as Development Partners (using existing coordination mechanisms)
7.Work with departmental managers and teams to ensure the development and documentation of functional strategic plans, ensuring compliance with set standards
8.Consolidate work/action plans for all departments and work the Finance Department for financial costing of plans, ensuring their integration into the work plans (budgets)
9.Monitor key corporate performance metrics and analyse trends and root causes of variance, identifying possible responses to closing gaps.
Analysis & Reporting
1.Use appropriate framework and mechanism to ensure effective and efficient performance monitoring system for the operations and programmes of the Commission
2.Apply standard tools, techniques, guidelines and reports for assessing and monitoring the implementation of the programmes of the Commission
3.Analyse ECOWAS operations and develop/maintain dashboard of performance indicators for all levels of results outlined for programmes and activities of the Commission
4.Collect of relevant data, where available, on the ECOWAS strategic operations/programmes in collaboration with other institutions and partners
5.Undertake periodic, independent field visits, focus groups, polls etc and ensure validation of information received through regular reporting systems
6.Identify effective communication channels and utilize to ensure that all stakeholders are fully informed on the performance of programmes
7.Develop reporting formats, frequency and distribution timelines for all monitoring and evaluation matrices and consolidate periodic reports on progress in achieving programme outcomes.
Data Management
1.Identify areas of opportunities within M&E operations to leverage technology to drive efficiencies that will lead to key productivity improvements and effectiveness
2.Translate to information systems requirements, utilizing industry standards for defining systems requirements
3.Analyse data requirements for M&E business operations and develop/maintain databases to support key departmental activities
4.Conduct regular collation of data and day to day management of the M&E database management system, ensuring integrity of data
5.Periodically review and align M&E reporting requirements to ensure efficiency in the generation and projection of information
6.Administer effective storage, archiving, backup and recovery procedures in respect to M&E databases
7.Carry-out data safe-guards and develop security measures of M&E data management applications
8.Maintain proper documentation of all M&E systems and ensure user guides for new and/or modified systems are available
9.Conduct troubleshooting on databases and engage with vendor service support groups to bring resolution to system performance or other processing issues.
Qualifications/Experience/Skills
¡öA Bachelors degree in Management, Business Administration, Economics, Statistics, Social Sciences or any other related subject
¡öA minimum of five years (5) of professional experience including at least two (2) years planning, statistical or analytical (consulting) related work
¡öGood working knowledge of planning frameworks and tools will be an advantage
¡öMust have good writing skills and be computer literate.
Age
The officer should not be 50 years old or over at the point of recruitment and must be a citizen of one of the ECOWAS member states.
Languages
Must be fluent in one of the official languages of the Commission; English, French and Portuguese. A working knowledge of another would be an advantage.
