The Strategic Planning Unit was created to ensure that ECOWAS activities are all consistent with the ECOWAS Vision 2020, are set within priorities established in the ECOWAS Strategic Plan and are set out in a coherent multi-year medium term programme of activities. ECOWAS is working with its Development Partner to develop an integrated Strategic Planning system.
The incumbent of the post will provide analytical and operational support towards the harmonisation of ECOWAS Commission programs in line with its vision and the NEPAD framework, maintain and improve the existing mechanism for the implementation of regional integration and development agenda and work to ensure an efficient process of managing multiple interdependent projects that is beneficial to the community and leads towards an improvement in their welfare as well as the performance of the Commission.
Duties and responsibilities
1.Study the corporate strategy and plans, representing the desired state and linking approved projects to the various stages of the program journey
2. Gather all available project charter, project level schedules, workplans, and resource plans and develop an integrated program management plan for ECOWAS Commission
3.Document program expectations and goals, project milestones, checkpoints and deliverables
4.Identify project milestones correlation, dependencies and issues between projects planned/being carried out within the Commission
5.Track status of program against roadmap
6.Update Program Roadmap as required by changes in overall program objectives, architecture and dependencies
7.Track resources used in program for purposes of strategy and planning
8.Update business case and develop tracking mechanisms
9.Identify appropriate business case metrics, maintain related data and automate gathering and storage of data where possible
10.Create communication vehicle for reporting program activities
11.Provide program reporting for multiple groups ¨C the program leadership team, the project team, the program¡¯s executive stakeholders, etc.
12.Provide relevant data and information to supervisor to facilitate sharing and discussion of critical program information (i.e., schedule, issues, risks, resources, financials) to the project teams and executive sponsors
13.Develop metrics reports and critical issues/impacts for review by the Director of Strategic Planning
14.Monitor and report on risk mitigation activities
15.Prepare meeting documents and project summaries for Strategic Planning Committees.
Qualifications/Experience/Skills
¡öA Bachelors degree in Project Management, Business, Engineering, Social Sciences or related area
¡öA globally recognised professional certification in project management would be an advantage (PMI or Prince2)
¡öMinimum of five (5) years professional experience in program management support or project administration
¡öPrevious Knowledge of strategic planning/work planning would be essential
¡öMust have good writing and computer application skills.
Age
The officer should not be 50 years old or over at the point of recruitment and must be a citizen of one of the ECOWAS member states.
Languages
Must be fluent in one of the official languages of the Commission; English, French and Portuguese. A working knowledge of another would be an advantage.
