Description
MSH seeks a Chief of Party for a program that will enable the USAID/Pakistan to collaborate more effectively with local implementing partners and host governments by building their institutional capacity and creating enabling mechanisms that will allow the partners to develop their administrative and financial management capabilities, with the goal of becoming fully operational recipients of US Government funding.
The Chief of Party provides leadership to the project and manages the overall responsibilities of providing technical support to the project, assisting with identification of local partners; ensuring timely, effective pre-award assessment start-up; and identifying appropriate tools needed to bring the local partners to USAID minimum standards. The Chief of Party ensures that the pre-award assessments of local organizations are conducted in accordance with USAID standards and procedures and that scopes of work (SOW) are clear and sufficiently detailed. The Director also oversees quality control of all aspects of the project, ensuring 1- technical support teams are staffed with the highest-quality technical experts and team leaders are oriented; 2- annual compliance validations are completed to ensure that new policies and procedures are properly implemented; 3- best practices are developed and disseminated; 4-timely, accurate, reasonable, and succinct progress and financial reports submitted to the USG; and 5-management of the overall project partnership.
This position will be based in Islamabad, Pakistan.
This position is contingent upon funding.
QUALIFICATIONS:
- 1. Master's Degree or higher in an applicable discipline.
- 2. Minimum of ten (10) years experience in senior management positions implementing programs of similar size and scope in international development or other closely related field.
- 3. Demonstrated ability to lead project teams to meet objectives in and across multiple technical areas.
- 4. Experience working with US Government projects preferred.
- 5. Excellent skills in facilitation, team building and coordination.
- 6. Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform.
- 7. Ability to develop and maintain productive working relationships with collaborators, donors, and other partners.
- 8. Demonstrated leadership capacity to analyze problems and issues and to develop technical solutions. Ability to communicate effectively, instilling trust and confidence.
- 9. Available to travel within Pakistan as needed.
