Description
MSH seeks a Deputy Chief of Party, Operations, for a program that will enable the USAID/Pakistan to collaborate more effectively with local implementing partners and host governments by building their institutional capacity and creating enabling mechanisms that will allow the partners to develop their administrative and financial management capabilities, with the goal of becoming fully operational recipients of US Government funding.
The Deputy Chief of Party, Operations, establishes fiscal controls and reporting systems to track and monitor funds accurately and control disbursements so that resources are correctly directed to their intended use for technical support activities and reporting requirements. In coordination with the Chief of Party, the Deputy manages the operational aspects of the technical support (TS) teams, efficiently handling all aspects of programming MSH staff resources, contracting for local and international MSH consultants, and supporting all local partner TS providers. He/she compiles, analyzes, and provides feedback on performance of the all TS team members. The Deputy Director tracks and monitors the TS teams' progress and level of effort against agreed-upon timelines and targets, making necessary adjustments to assure TS success.
The Deputy also prepares financial and other reports; develops, maintains and monitors budget details for each TS team activity and USG reporting tasks; and monitors partners for compliance with the terms and conditions of their subcontracts. He/she manages project support staff and participates in preparation for, and completion of, the semiannual/annual reports and the annual performance review process.
This position will be based in Islamabad, Pakistan, and is contingent upon funding.
QUALIFICATIONS:
- 1. Master's degree in Business Administration, Finance, Commerce or related field.
- 2. Minimum of 5 years experience managing significant donor-funded projects.
- 3. Extensive experience managing USAID/USG projects.
- 4. Excellent planning, management, and organizational skills. Skilled in organizing resources and establishing priorities.
- 5. Strong leadership, analytical, and organizational skills. Demonstrated ability to work both independently and within a team. Demonstrated skill in quickly assessing priorities and opportunities and managing a variety of activities with attention to detail.
- 6. Excellent interpersonal skills and ability to interact professionally with donor, project stakeholders, and staff at all levels of the organization.
- 7. Strong MS Office skills, including Excel.
- 8. Available to travel within Pakistan as needed.
