Purpose

Accountable for Supporting countries in applying for GAVI Alliance ISS, INS, NVS, HSS & CSO support; Liaising with and briefing countries, regional representatives, and global partners on new procedures, guidelines, forms, strategies and policies; conduct regional and country visits; Review and assess country performance; regional trends, needs and best practices. Assist Managing Director in all aspects of managing the Programme Delivery Department.
Key results expected

Introduction and implementation of new policies planned & coordinated; Countries and partners briefed on new procedures, guidelines, forms, strategies and policies; Countries facilitated in making informed decisions on introduction of new vaccines and other GAVI support windows; Countries facilitated in applying, planning, implementing, monitoring & reporting on GAVI supported programmes; Regular analysis of country performance, regional trends and best practices documented; Country Summaries & Fact sheets related to GAVI support updated regularly; Country Communication strategy developed and implemented.
Main duties/responsibilities

* Management & Coordination::
o Lead the team responsible for Country Programmes, including the Country Communications Manager.
o Supervise the Senior Programme Managers responsible for countries/regions and the Country Communications Manager.
o Work closely with other Department & Teams to achieve GAVI’s mission
o Liaise with UNICEF, WHO, WB, GFATM and other relevant partners
o Monitor and facilitate civil society engagement with GAVI Alliance support at country level.
* Programme Implementation: :
o Monitor and support the work of the Senior Programme Managers
o Oversee the planning and implementation of country visits and regional meetings, in close collaboration with the Head of the TAP Team
o Monitor the reporting and outcome of country visits and regional meetings
o Coordinate request for technical support
o Liaise with countries and development partners on the provision of technical assistance and ensure that development partners are aware of country technical support needs
o Oversee submissions of country related briefs and reports to the Executive Team
* Proposal Reviews & Grant Renewals:
o Contribute to the updating of application & monitoring guidelines and forms
o Contribute to the processing of country proposals, annual progress reports & decision letters
o Provide oversight responsibility in raising of payment requests for cash disbursements to countries
* Analytic work on Country Performance:
o Work closely with the Director Country Reviews & Grant Renewals to monitor progress & performance of GAVI support in eligible countries
o Contribute to the work on reporting on country performance, regional trends, needs and best practices
o Contribute to the development and monitoring of the country support database
o Provide systematic input to all country support related policy development processes reflecting country best practices, needs and realities
* Country Communication Strategy & Fact Sheets:
o Monitor and support the work of the Country Communications Manager
o Oversee the development and implementation of the Country Communication Strategy
o Coordinate all communication with countries in close collaboration with the Director Country Reviews & Grant Renewals & the Media and Communication team
o Monitor and support the process of preparing and updating of country summaries and fact sheet

Minimum requirements

Academic

* University degree in Public health, Social Sciences or equivalent. Specialisation in Programme Management and Health Information Systems an advantage.

Work experience

* At least fifteen years of progressively responsible professional work experience at national and international levels in health programme planning, budgeting, implementation, monitoring and evaluation.
* At least five years relevant working experience in developing countries.
* Extensive experience in preparation of analytic reports.
* Experience in leading and managing cross-cultural teams.
* Experience of working with WHO, UNICEF and other multilateral development agencies an advantage.

Skills/competencies

* Up-to-date knowledge of international efforts in improving aid effectiveness and experience with performance based aid in the health sector.
* In depth knowledge on Programme Management & Health Information System development.
* Extensive knowledge of computers applications (web based information systems, data bases and spread sheets).
* Excellent writing and presentation skills.
* Good management and supervisory skills.
* Actively nurtures good relationships across all organisational levels and with external contacts.
* Analyses and integrates diverse and complex quantitative and qualitative data from a wide range of sources.

Languages

* Advanced level English. French an advantage.

CONDITIONS OF CONTRACT:

Staff are employed by and are subject to the terms and conditions of employment of the GAVI Alliance. The GAVI Alliance is an international institution in Switzerland pursuant to a Headquarters Agreement with the Swiss Government. The person selected for this position will be appointed on a contract under GAVI’s internal rules/regulations. We offer a competitive remuneration package and salaries are paid in Swiss Francs.

The GAVI Alliance is exempt from Swiss taxes but applies an internal tax on all staff salaries. Employees living in France are in addition subject to applicable French taxes.
