Summary

The National Democratic Institute (NDI) seeks a Resident Director to manage political party programs in Pakistan. This position is based in Islamabad, with extensive travel throughout Pakistan. The Resident Director will supervise a staff of 19. A well-qualified candidate will possess broad knowledge of political parties and electoral processes and the ability to conduct program activities and manage finances and personnel in a challenging environment. The Resident Director reports to NDI’s director of Asia programs.

Background

NDI’s current program activities focus on supporting the development of professional political party secretariats; fostering women’s political participation in the political process; improving opportunities for youth to become more politically involved; and strengthening party caucuses in the National and Provincial Assemblies. NDI has also been involved in supporting political party involvement in the FATA reform process.

Primary Responsibilities

• Guide the implementation of NDI’s programs in Pakistan in coordination with DC-based staff;
• Design and conduct skills-based seminars and workshops and provide technical assistance through individual and group consultations;
• Establish and maintain close working relationships with political party officials, including senior party leaders, and other international and domestic organizations active in Pakistan;
• Develop program-related materials, including regular reports that measure and evaluate program results;
• Develop and maintain relationships with the donor community;
• Contribute to the design of new programs and the development of funding proposals;
• Report regularly to the Washington, DC-based staff on program activities and political developments in Pakistan that may affect program outcomes.

Qualifications

• Bachelor’s degree in international relations, political science, or a related field; graduate degree preferred;
• Minimum fourteen (14) years of political experience including supporting the development of political parties in emerging democracies;
• Proven ability to communicate skills and experience to others as a trainer, advisor, or consultant.
• Experience with conference/seminar organizing and facilitation’
• Experience in financial management and reporting;
• Excellent staff and office management and interpersonal skills;
• Experience in program design, monitoring, and evaluation;
• High degree of organization and initiative;
• Ability to adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders;
• Ability to adapt quickly to new cultures, both professionally and personally;
• Experience working in Pakistan is a plus.

Comments

This position will be supported by NDI's Pakistani staff as well as by NDI staff in Washington, D.C. Salary is commensurate with experience. A generous benefits package is provided, including an in-country housing allowance. Due to the security environment, minor dependents may not accompany the holder of this post.
