Background

The Asian Development Bank (ADB) through the Infrastructure Technical Assistance (ITA) (TA No. 4942-TIM) is assisting Timor-Leste's Ministry of Infrastructure (MoI) to prepare, procure and manage consulting services, goods and works required to implement the annual capital development program of the Government of Timor-Leste.

The ITA comprises two linked components: Component 1 - support and assistance to execute capital development programs; and, Component 2 - building project management capacity to improve and strengthen processes, systems, and staff competencies for procurement and project management in the Ministry.

The current capital development plan for the National Directorate of Roads, Bridges and Flood Control (DRBFC) makes provision and budget for the periodic maintenance of Dili roads.

Implementation of Timor-Leste's on-going road works program will be greatly enhanced by the legislation of a set of suitable standards for the geometric design of roads, bridges, drainage and slope protection.

Road Maintenance and Design Standards Specialist

A qualified RMDS specialist is required with experience in AC pavement design and repair of potholes for roads in countries subjected to prolonged and heavy rainy seasons.

The RMDS specialist should possess the following qualifications:

  • a. experience in the assessment/inventory of road conditions and hazards, and in the preparation of detailed work-program;
  • b. a minimum of 10 years experience in design and maintenance of roads, including that linked to potholes repair in countries having climate condition similar to that of Timor-Leste;
  • c. civil engineering qualifications with at least 15 years experience as a senior road/highway design engineer on all types of urban and rural roads, from basic village roads to freeways;
  • d. familiarity with similar road design standards with geographic and geological conditions as in Timor Leste;
  • e. fluency spoken and written English.

Fluency in Tetum, Portugese or Bahasa Indonesia is preferable.

Previous working experience with a government public works agency in Timor-Leste or country with similar geographic and geological conditions will be a distinct advantage.

The International RMDS STS will be engaged on a full-time basis for a total of six (6) months, to complete both tasks.
