Job Description
The Court Administration Advisor will provide advice and support to the Higher Judicial Council (HJC) and related Iraqi entities on matters of court administration and assist in developing Iraqi input, strategies, and priorities for reform of Iraqi court administration procedures. This Advisor will assist the HJC in developing standard systems and procedures for courts, and train/mentor Iraqi judges, clerks, and other court personnel in court administration practices, rules, processes, administrative best practices, case flow and management techniques, information technology, and file storage and security.
Position Requirements
Minimum Qualifications
• Specialization in one or more of the following areas: Human resource Management in Courts, Planning and Performance in Courts, Case Management – Criminal Cases, and Court Budget and Resource Management
• Bachelors degree or major course work in judicial administration, public administration, business administration, or a related field. Experience may be substituted for education.
• Minimum six years experience in court administration and case management, including in the areas of public service standards, court records and docketing, budgeting, internal supervision systems, and public access to information
• Minimum two years experience in court reform and/or rule of law development in an international setting (e.g., post-conflict environment)
• Experience with automated case management systems
• Understanding of, and experience working with or in, a civil (as opposed to common law) law system
• Demonstrated experience in capacity-building, particularly in international development assistance setting
• Ability to communicate skills and experiences to others as a trainer, advisor and consultant
• Superior negotiation and interpersonal skills and cultural sensitivity to effectively interact with policy makers, members of donor organizations, diplomats, all levels of staff, as well as US and foreign government personnel
• Excellent oral and written English communication skills to present information effectively, respond to questions, and engage in negotiations
• Excellent analytical skills
• Typing and computer skills including word processing and spreadsheet functions
Preferred Qualifications
• Knowledge of Iraqi history, culture, institutions and structures
• Experience in designing and implementing projects
• Experience operating within a USG interagency context
• Arabic language capabilities
