Job Description
The JEDI Management Advisor will perform a variety of executive management support duties designed to meet the requirements of the Judicial Education and Development Institute’s (JEDI) management functions and to convey to Iraqi counterparts management skills for the operation of the JEDI. A key responsibility of this position is to work in concert with the indigenous Iraqi managers, assisting, advising, and in some cases mentoring them to achieve the goals of the organization. This position will be the primary advisor to the accounting and finance staff, as well as an additional advisor to all departments of the JEDI. The responsibilities of this position will include:
• Assisting the JEDI accounting and finance staff in preparing an executable annual budget for the JEDI.
• Assisting the Dean’s Office and accounting and finance staff in developing standard recurring financial reports for internal use by JEDI departments, as well as for the use of the Dean and the JEDI Board
• Advising the accounting and finance staff and the Dean’s Office on the development of budget projections and in formulating budget requests for the Higher Judicial Council to include in the annual budget request for the Judiciary.
• Assisting with the development of budget metrics for the JEDI.
• Assisting the Dean in preparing public information and media releases regarding JEDI finances, as required.

Minimum Qualifications:
• Bachelor’s degree in management, administration or related field.
• Ten years experience as a teacher, instructor, or school administrator, or some combination thereof, in a civilian institute of higher education, preferably one engaged in professional development of senior legal professionals.
• Five years at a senior management level in a civilian or government educational institution and able to demonstrate experience with government budget processes, staff development, and administration of a department, facility or institute with at least 20 staff and a budget of USD 500,000 per year.
• Ability and experience in effectively using computer equipment and software. Must be proficient in computer word processing, graphic presentations, spreadsheets, and internet.
• Ability to effectively communicate, advise and train others in principles and techniques of office management. Candidate should provide specific examples of personal experience with developing in-service training and mentoring programs.
• Superior negotiation and interpersonal skills and cultural sensitivity to effectively interact with policy makers, members of donor organizations, diplomats, all levels of staff, as well as US and foreign government personnel.
• Ability to function effectively in an adverse environment.
• Superior writing, organizational, and management skills.
• At least one year of international experience working with civilian legal institutions.

Preferred Qualifications:
• Bachelor’s or Master’s degree in business administration or related business management field.
• Three years of experience in designing, managing, and implementing projects in a post-conflict environment.
• Three years of international experience engaged in change management, professional development or administrative strengthening.
• Fifteen years of experience as a teacher, instructor, or school administrator.
• Knowledge of Iraqi history, culture, institutions and structures.
• Experience operating within a USG interagency context.
• Arabic language capabilities.
